Background

 

EuroMed Feminist Initiative (EFI) is a policy network that encompasses women’s rights organizations from the two shores of the Mediterranean and advocates for gender equality and women’s rights as inseparable from democracy building and citizenship, for political solutions to all conflicts, and for the right of peoples to self-determination. EFI seeks to improve and promote women’s rights as universal human rights, the value of gender equality and the use of non-violent means to solve conflicts. Our criterion and position align with the international resolutions and conventions and regional instruments promoting the universality of women’s rights and strengthening women's impact and voices in conflict resolution.

 

EFI is implementing the program “Supporting Political Transition in Syria through Gender-Sensitive Social Reconstruction” supported by Sweden. The program aims to contribute to inclusive gender-sensitive peace-building and social reconstruction process in Syria. 

 

Introduction 

 

EFI is looking for a Design, Monitoring, Evaluation and Reporting (DMER) Consultant who will support EFI to enhance its internal monitoring and evaluation (M&E) capacities and will effectively collect data for both internal actions and partners’ activities throughout the year.

 

Objectives of the consultancy

 

EFI is seeking a DMER consultant to provide support on the monitoring and evaluation of EFI’s partners’ activities. In collaboration with EFI’s program team, the consultant will be expected to provide quantitative and qualitative data collection linked to the implementation of the program throughout the year. He/She will work directly with the program team and partners to report on M&E data.

 

Scope of work

 

Upon completion of the consultancy, all the activities that EFI’s partners have conducted during 2023 should be effectively tracked and documented, and the quantitative and qualitative data collection should be completed.

 

Expected Deliverables:

  • Support in editing EFI’s partners log frames for 2023
  • Create an individualised data collection tool for each of EFI’s partners for 2023 as per the log frame.
  • Follow up on the partners activity and indicator tracking sheets on a monthly basis and analyse the data provided.
  • Support partners in filling the activity and indicator tracking sheets when needed.
  • Supports partners in qualitative data collection for their project indicators through the design of questionnaires, Focus Group Discussion questions and evaluation forms.

Timeline:

 

·      The consultant is expected to work 3 days/month starting from 15th May 2023 until 31st of December 2023 with a total of 21 working days.

 

Qualifications, Background and Experience:

 

Background and Experience: 

 

·      Bachelor’s or master’s degree in Gender Studies, information management, Social Sciences, Humanities, or other relevant academic background.

·      Three to five years of professional experience in the development of M&E systems and results-based management for non-governmental organizations (NGOs) and/or international projects.

·      Verified accomplishment in designing, implementing and operating M&E systems from project commencement to closeout stages is required.

·      Knowledge and experience in designing M&E tools and conducting evaluations.

·      Excellent writing and analytical skills in drafting reports and ability to measure impact of the activities and programs.

·      Proficiency in written and oral English is mandatory for the position. Knowledge of French is appreciated.

·      Understanding and knowledge of computer applications such as MS Word, Excel, and data base management.

·      Ability to plan and organise, with attention for the development of goals and strategies.
