Public call for offers: Consultant for the National Gender Observatory
The roles and responsibilities of the Consultant:
1 - Institutional capacity, awareness and cooperation to mainstream gender in national policies and address discriminatory legislation.
- Leading and assuming the main responsibility for the coordination and implementation of the Observatory’s activities.
- Establishing the Steering Committee of the Observatory and ensuring procedures, organizational action plan, communication and coordination systems are discussed and adopted by the Steering Committee.
- Preparing and facilitating the meetings of the Steering Committee; giving feed-back on the agendas and moderating the debates and discussions.
- Establishing a core management team and a Research Policy Group in coordination with the Steering Committee, to analyse gender gaps in the response to the Syrian crisis and propose alternatives for changes.
2 - Enhancing coordination and capacity of relevant stakeholders
- Establishing and maintaining communicational channels with the relevant Ministries, research institutes and public bodies as well as national CSOs, members or not of the Steering Committee, through a diverse range of gender-based policy dialogue, including to inform them on the status of refugee women.
- Ensuring ownership - the objectives of the Observatory are anchored in all Ministries that are participating in the Observatory Steering Committee.
- Ensuring that relevant Ministries and institutions are provided with capacity-building on all issues related to gender equality using international women’s right framework.
- Ensuring the participation of the Observatory in the Project Steering Committee annual meetings.
3 - Research, data collection and information dissemination
• Leading the work of the Research team under the supervision of the Research Policy Group:
- Developing methodology for gender-based data collection, provision of on-going analysis and establishment of monitoring and follow-up.
- Supervising the production of indicators on the number of women affected by GBV/SGBV.
- Regularly evaluating gaps between international human rights laws and women’s rights mechanisms (such as CEDAW, UNSCR 1325, Istanbul Convention) and national policies, strategies and legal frames.
• Supervise the Research Policy Group to:
- Provide evidence-based recommendations to be prepared by the Observatory and shared with policy makers in order to improve their knowledge and the efficiency of policies and measures in this field.
- Develop and use existent evaluation and monitoring gender tools in order to monitor and evaluate policies, programs and services to ensure that gender is mainstreamed.
- Report the results regularly with identified gender gaps, listed recommendations and alternative propositions.
- Preparing guidelines for policy response, supporting the adoption and implementation of further instruments, as NAPs on UNSCR 1325.
• Bringing together an advocacy working group of diverse group of experts, which includes lawyers and legal experts, academics, policy-makers and practitioners, to analyse policy trends and reforms through a gendered lens, aiming to shape a more effective response to the situation on the ground, while relying on others to act and implement.
